On a site that for centuries had been an Indian portage between Lake Ponchitrain and the Mississippi River, New Orleans was established in 1718 by Jean Baptiste Le Moyne, Sieur de Bienville, and laid out in a nest grid three years later on his instructions.  New Orleans was named the capital of the Louisiana Territory, and was to extend France’s dominion along the Gulf of Mexico past the established colonies of Mobile and Biloxi.
